In some cases, as a result of human error, proposals are not set up properly. For instance, quorum may be set wrong on a proposal, leading Snapshot to display the proposal as having passed, when according to the user's actual intention, it should not have passed. One easy way to solve this would be to allow admins to add comments or annotations to closed proposals, so that people looking at the record can see not only the voting record, but annotations to explain any errors. (One might also want to allow voting wallets to add comments, or to allow comments in general, but letting admins add comments should be enough.)
